The Hon Justice Neville Owen will highlight the peculiar problems that long and complex legal cases present at a 50th anniversary event for the Accounting Discipline in the Faculty of Economics and Business.

Justice Owen, a judge in the Supreme Court of Western Australia and the former Commissioner of the Royal Commission into the collapse of HIH, will draw on his experience as a key figure in this case and other high profile corporate failures such as the Bell Group Banks case to identify avenues of change which may reduce the burden on the legal system.

More specifically, he will highlight why unexpected, large corporate collapses continue to be a problem despite an overhaul in regulatory controls and will also review the state of corporate governance regulation in the Australian market.

Chair of the Discipline of Accounting Graeme Dean said: “The interface of accounting and law within the setting of corporate groups has for a long period constrained effective accounting and law reform proposals. Accordingly, we are delighted that Justice Owen will use this public lecture as an opportunity to outline some proposed reforms”.

The event is being hosted by the University of Sydney Accounting Foundation in conjunction with the Faculty of Economics and Business and the Sydney Law School.

Justice Owen was educated at St Ildephonsus College, New Norcia, Western Australia and the University of Western Australia and is a judge of the Court of Appeal of the Supreme Court of Western Australia. He has been on the bench for more than 19 years and has conducted trials and appeals in all areas of the Court’s civil and criminal jurisdictions. Prior to moving to the Bench Justice Owen was a partner in the firm RobinsonCox (now Clayton Utz). Justice Owen had a broadly based commercial practice and was most closely involved with matters relating to corporate structures, insolvency, trusts and equity and media law.

Justice Owen has a special interest in corporate governance, commercial litigation, corporate insolvency and ethics relating to legal practice and business operations generally. In April 2003 he completed a two year Royal Commission into the collapse of the HIH Insurance group.
